He began his life as a civil servant at the Comilla Collectorate School and College in 1938. Curiously enough, destiny brought him back to Comilla after 12 years to begin his second career as the Principal of the Comilla Victoria College in 1950, and later as Director of the Comilla Academy in 1959.

    The Orangi Pilot Project (OPP)

    Orangi is perched on a hill on Karachi's north-western suburb. The Orangi Pilot Project, or OPP is considered as the world's most successful experiment in improving the lives of the urban poor (Pearce, 1996). In 1980's, Akhtar Hammed Khan started OPP in Karachi, a bottomup community development initiative. "The Orangi Pilot Project was very different from the Comilla Academy. OPP was a private body, dependent for its small fixed budget on another NGO. The vast resources and support of the government, Harvard advisors, MSU, and Ford Foundation was missing. OPP possessed no authority, no sanctions. It may observe and investigate but it could only advise, not enforce" (Khan, 1996, pg. 42).

    Khan's main aim in Orangi was to improve sanitary conditions in the Karachi slum, known as Orangi.
